Cooperation promotes security, and security ensures development

From September 9 to 10, the Immigration Management Cooperation Sub-Forum of the 2024 Global Public Security Cooperation Forum (Lianyungang) was held in Suzhou, Jiangsu. With the theme of "Development and Innovation of Immigration Governance in a Changing Environment", the sub-forum aims to promote the concept of "cooperation for security, security for development", build a high-end exchange, fair dialogue and results sharing platform for global immigration governance, and advocate that all parties communicate through sub-forums to enhance consensus, cooperate to create the future, and promote global immigration governance to a higher level. Heads and representatives of immigration and entry-exit departments from 57 countries (regions) including China, Russia, Singapore, Ecuador, Tanzania, and the Solomon Islands, officials from six international organizations including the International Organization for Migration, the Office of the United Nations High Commissioner for Refugees, and the United Nations Office on Drugs and Crime, as well as about 300 experts and scholars attended the meeting.

During the sub-forum, all parties present fully exchanged views on the current situation, experience and measures of global immigration governance, had in-depth discussions on immigration governance issues of common concern, and discussed strengthening cooperation in immigration governance, especially on topics such as "standardizing and facilitating personnel exchanges", "jointly preventing port security risks", "optimizing the management of cross-border mobility of citizens", and "application of information technology in the field of immigration management".

A relevant official from the National Immigration Administration of China introduced the positive progress China has made in the development and innovation of immigration governance under the guidance of the concept of building a community with a shared future for mankind and the global development initiative, global security initiative, and global civilization initiative.

China believes that current international migration activities are more complex and sensitive, normal and orderly migration activities are disrupted, and the imbalance of international population flows has intensified. Global migration governance faces many challenges.

China advocates developing economic globalization that is inclusive and beneficial to all, facilitating the free and convenient flow of factors such as personnel, technology, commodities and capital; promoting an equal and orderly multipolar world, and promoting global immigration governance to develop in a more just and reasonable direction; establishing a common, comprehensive, cooperative and sustainable security concept, and working together to address the challenges of global immigration issues; promoting the common values of all mankind, and protecting the legitimate rights and interests of international immigrants and people entering and leaving the country in accordance with the law.

China stated that it will implement more open policies on cross-border mobility of people, more effective actions to combat transnational crime, and more extensive global migration governance cooperation. It will deepen the development and innovation of migration governance with more pragmatic actions, participate extensively in global migration governance affairs, inject new impetus into promoting open development, provide new opportunities for deepening mutually beneficial cooperation, and open up new prospects for the integration and mutual learning of civilizations.

China proposes that governments and the international community strengthen consultations and joint actions on migration issues, jointly practice true multilateralism, and discuss global migration governance affairs; jointly promote the democratization of governance rules and jointly build a global migration governance system; jointly enhance migration governance capabilities and share the results of global migration governance.

Amy Pope, Director-General of the International Organization for Migration, delivered a speech via video, welcoming China's hosting of the forum, highly commending the series of measures China has introduced to facilitate foreigners' visits, studies and life in China, and calling on all parties to take urgent and transformative actions to tap the potential of safe and orderly migration and promote sustainable development.

All parties attending the meeting agreed that the theme of this sub-forum is highly consistent with the goals set out in the Global Compact for Safe, Orderly and Regular Migration and the UN 2030 Agenda for Sustainable Development. They expressed deep concern about the challenges facing global migration governance and cooperation, and called for building a new global migration governance framework to inject new impetus into world peace and development.
